Directions
Preheat oven to 400. Line 2 cookie sheets with parchment paper. In a 3 qt. saucepan heat water, butter, salt, and cayenne pepper to a boil. Remove from heat. Stir with a wooden spoon vigorously until it leaves the side of the pan. Add eggs one at a time beating well after each one is added. Stir in cheese, parsley, chives and lemon zest until mixed well. Drop batter by rounded teaspoons about 1 1/2 inches apart on the baking sheet. Bake 20 - 25 mins. or until puffed and golden brown. Let them completely cool off. Eat them up :o)
