Directions
- Soak onion in cold water for 5 minutes, and rain.
- Combine macaroni, onion, celery, tomato and parsley in a large bowl.
- Whisk together the remaining ingredients in a separate small bowl, making a dressing.
- Stir the dressing into the macaroni mixture and serve.
